 Building Sensitivity and Sense of Ownership is Essential

When we are eyeing the goal of making India a developed nation by 2047, there is an important dimension pertaining to quality of human capital that needs to be worked upon. It is just apt to emphasize that this dimension has a remarkable depth but the underdeveloped portion needs to be addressed effectively. The critical requirement is to 
make development of this important component an integral part of the planning process at the national level. We need to focus on a three pronged strategy aimed at education, law and public life. 

There must be greater focus on education concerned moral values and laws around them. There must be a focused attempt to spread awareness about the duties and the rights. Building higher levels of transparency by incorporating checks & balances for developing  transparency and accountability into the functioning. This must be a zero tolerance affair. Putting an inter ministerial accountability portfolio could be an important step in that direction. Education policy must be embedded with optimum exposure to training and development programs focused on building an ecosystem towards achieving this end. Law enforcement machinery must be made fool proof by upgrading outdated provisions of law for improving its effectiveness. 

Critical areas that need to be addressed include

  4. Ease of doing business
  5. Education 
  6. Entertainment
  7. Patriotism
  8. Innovation
  9. Infrastructure
  10. Society
  11. Environment
  12. Long term strategic plan overarching domestic and international landscape
  13. Governance
  14. Politics
  15. Accountability
  16. Social Media
  17. Compliance and Audit Systems
  18. Vigilance & Integrity
  19. Code of conduct for political parties, their leaders & members 
  20. Efficiency rating of government departments
  21. Regulator for social media
  22. Compliance systems, process , efficiency and effectiveness audits by qualified auditors of high integrity.
  23. Vigilance commission and confidential integrity ratings of ministries and govt departments (to the level of ministers, officers and support staff)
